Connect the World through CooperationChina Chongqing International Investment and Global Sourcing Fair (CCISF) Builds a Bridge Between West China and the Outside World

The opportunity for Chongqing and even west China to cooperate with the outside world has now come. The 18th China Chongqing International Investment and Global Sourcing Fair (CCISF) will be held from May 28 to May 31 in Chongqing International Expo Center.
Themed on ¡°Connectivity and Global Cooperation¡±, this year¡¯s CCISF will attract 21 countries and regions such as the US, Italy, UK and Macau, and 32 government delegations of 27 Chinese provinces (autonomous regions and municipalities) such as Beijing, Shanghai, and Jiangsu, and five cities at the sub-provincial level such as Shenzhen, Xiamen and Guangzhou. Governments from 42 districts, counties and opening-up platforms including Liangjiang New Area and Wanzhou in Chongqing will be present at the event. Over 1,700 multinational companies from 46 countries and regions and more than 6,800 enterprises (institutions) have signed up to attend the fair. Among them, there are 236 fortune 500 companies, and 146 central state-owned enterprises (CSOEs) and large enterprises.
Under the all-out support of many multinational companies, other Chinese provinces and municipalities, and guests from home and abroad, this year¡¯s CCISF will build a good platform and bridge for Chongqing and even western China to establish presence in the process of economic globalization, push on with the implementation of the Development for the Western Regions Strategy, promote China¡¯s westward and eastward opening-up, and facilitate overseas companies¡¯ entry to China and Chinese companies¡¯ expansion abroad.

Build a Platform for Implementing the Grand Strategies of ¡°One Belt and One Road¡±, ¡°The Yangtze River Economic Belt¡± and ¡°Connectivity¡±
One of the highlights of this year¡¯s CCISF is that countries located along ¡°One Belt and One Road¡± such as Russia, Poland, and Romania will be present.
As the youngest municipality directly under the Central Government in China with the largest area and population, and the only inland national central city, Chongqing is situated at the intersection of the two grand strategies of ¡°One Belt and One Road¡± and ¡°The Yangtze River Economic Belt¡±, enjoying unique geographical advantages and unprecedented opportunities. On one hand, the strategies of ¡°One Belt and One Road¡± and ¡°The Yangtze River Economic Belt¡± have pushed Chongqing from the rear to the frontline of opening-up positioning the city as the important strategic pivot of the Silk Road Economic Belt, the industry hinterland of the Maritime Silk Road, and the central hub of the Yangtze River Economic Belt in western China. Meanwhile, communication and exchange with the countries and regions along the road have been further strengthened. it has advanced the opening-up in Chongqing to be at a level in step with that in coastal cities and made the city an opening-up frontline that connects the three economic circles ¨C Europe, Asia Pacific and ASEAN. On the other hand, the strategies of ¡°One Belt and One Road¡± and ¡°The Yangtze River Economic Belt¡± have provided more momentum supporting the city. With the establishment and operation of Asian Infrastructure Investment Bank and Silk Road Fund, Chongqing will strive to win their support.
According to the plan, by 2020, Chongqing will invest about 1.2 trillion yuan in accelerating the pace of perfecting infrastructural facilities and opening-up platforms and greatly improving the environment for development. Meanwhile, the strategies of ¡°One Belt and One Road¡± and ¡°The Yangtze River Economic Belt¡± can effectively realize the organic link between international and domestic resources and international and domestic markets, promote the interaction between ¡°bringing in¡± and ¡°going global¡±, and adjust and optimize the structure while increasing the aggregate economic volume.
In recent years, Chongqing has taken a voluntary step in incorporating itself into the nation¡¯s ¡°One Belt and One Road¡± strategy and the major deployment in the Yangtze River Economic Belt. The construction of the inland opening-up highland has been carried out quickly in the vertical and horizontal directions, initially forming an inland opening-up highland playing three roles ¨C transportation hub of water, air and rail, opening-up port, and bonded area. Meanwhile, data processing has reached the level that a city should be as a hub and port. The ¡°One Belt and One Road¡± framework of the major channel for international trade has been basically established, with the support of the Yangtze River Gold Waterway and the Eurasia International Railway. The export-oriented industry base has been further consolidated and the economic structure has been developed more smoothly and quickly. In addition, investment trade has been facilitated and the environment for opening-up optimized, laying a foundation for further accelerating the pace of building itself into an inland opening-up highland and incorporating itself into the nation¡¯s ¡°One Belt and One Road¡± strategy and the major deployment in the Yangtze River Economic Belt. In 2014, Chairman Xi Jinping visited Germany and attended the arrival ceremony of the Eurasia train. He said, ¡°Lying at the two ends of the Silk Road Economic Belt, China and Germany are the two major economies and growth polar in Asia and Europe respectively and the starting point and the ending point of the Eurasia International Railway.¡± Premier Li Keqiang also put forward the requirement of building Chongqing into the central hub of the Yangtze River Economic Belt in western China. The State Council has also issued the Guidelines on the Yangtze River Economic Belt, requesting Chongqing to build itself into the compound transportation hub in western China, the logistics hub in western China, the communications hub in western China, the financial center, the commerce and trade & logistics center, and the science and technology & education center in the upper reaches of the Yangtze River. In addition, The Vision and Action on Promoting the Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road, issued with the authorization of the State Council, explicitly puts forward the requirement of building Chongqing into an important supporting point for the development and opening-up in western China.
In 2014, Chongqing¡¯s GDP growth rate reached 10.9% and its above-scale industrial added value increased by 12.6%, ranking first in China. Fixed assets investment and social retail goods increased by 18% and 13% respectively. Foreign import-export volume reached USD95.5 billion, an increase of nearly 40%, ranking first in mid-western China. Service trade volume hit USD13 billion, and utilized foreign capital has maintained above USD10 billion for four consecutive years. In the few years to come, the city¡¯s economy will be on the rise, maintaining a moderate and high-speed growth momentum of about 10%. As Chongqing is entering the fast lane in its economic and social development, more and more countries situated along the ¡°One belt and one road¡± line are attaching importance to the status of the city and coming here to seek business opportunities.
At this year¡¯s CCISF, 15 countries and regions situated along the ¡°One belt and one road¡± line and 11 provinces and prefectures situated along the Yangtze River Economic Belt will be present. In addition, Germany, situated at the other end of the Eurasia International Railway, will hold the China-Germany Forum on Intelligent Manufacturing Cooperation in Chongqing. During the forum, there will be discussions on German industry 4.0, Made in China 2025, plans and measures on how to promote intelligent manufacturing and industry automation in Chongqing, and the status quo of German intelligent manufacturing and automation research. The 1st China-Italy Forum on Industry Cooperation will focus on discussing the role of the economic link of the Eurasia International Railway, aiming at promoting the investment trade and technical cooperation between Chongqing and Italy in the field of automobile.
In addition, the Trade Promotion Office of Viet Nam in Chongqing will hold the unveiling ceremony during the CCISF period. Cambodia and Laos will hold the Investment Trade Matchmaking Meeting to encourage Chinese enterprises to go global and invest internationally. Australia will hold the Symposium of Private-owned Economy on International Cooperation in an effort to promote the cooperation between the two sides in commerce and trade. The CCSIF will strive to be an international event that connects China and countries and regions situated along the ¡°One belt and one road¡± and the Yangtze River Economic Belt, and an important platform for Chongqing to convert its geographical advantages into economic advantages, and the intersection into the supporting pivot.
Gather Opportunities for Chinese Enterprises to Cooperate Globally and Improve China¡¯s Overall Level of Manufacturing
At last year¡¯s CCISF, 181 contracts were signed, with a contract volume of 206.88 billion yuan, a year-on-year increase of 30.7%. The main indices maintained a growth rate of 20% and higher, creating the continuously-growing social comprehensive economic benefit. So far, this year¡¯s CCISF has received 517 contract-signing projects, with a total investment volume of 583.982 billion yuan. Among them, there are 480 domestic-funded projects, with a total investment volume of 547.323 billion yuan, and 37 foreign-funded projects, planning to bring in foreign capital of USD5.913 billion, mainly from the US, Japan, France, Italy, Singapore, Hong Kong, Macao and Taiwan. Major projects include: Eurasia Hogood Coffee International Transport Cooperation Project, Nanchuan District Zhengwei Industrial New City Project, Shapingba District ¡°Healthy City¡± Project, Yubei District Chongqing Central Park Luneng Sports Culture City Project, Wulong County New Energy Auto Industrial Park & Headquarters Economic Garden Construction Project, Jiangbei District German City Project, Fengshu Chongqing Cross-border Logistics service Platform Project, and Banan Gas Project signed between Chongqing Banan District Economic Garden Development and Construction Administration Committee and Air Liquide. The contract-signing projects in other provinces (prefectures and municipalities) are being collected. Guzhou and Jiangxi provinces, and Luzhou, Dazhou, Neijiang, Yibin and other cities around Chongqing will engage in investment promotion during the CCISF period.
The continuous increases in contract-signing projects and the total volume should be mainly attributed to the improvement in Chongqing¡¯s competitiveness. On one hand, thanks to its powerful industry basis, Chongqing is the only inland city with a total industry value of more than 2 trillion yuan. While continuously optimizing its industry structure, Chongqing has realized three leapfrog steps: the proportion of the added value of its tertiary industry has exceeded that of the secondary industry; the growth rate of the strategic pillar industries such as electronic information and automobile has exceeded that of the general industry; and the growth rate of the financial and service trade and other modern service industries has exceeded that of the general service industry. At present, Chongqing has established the world¡¯s largest intelligent terminal and China¡¯s largest auto industry cluster and is accelerating the pace of building ten major newly-emerging strategic industries such as integrated circuit, Internet of Things, and new materials. In terms of the number of financial institutions, Chongqing ranks first in west China. Meanwhile, with a good financial ecological environment, Chongqing¡¯s added value from the financial industry occupies 8.6% of its GDP, only after Beijing and Shanghai. The city¡¯s bad loan rate is only 0.45%, the lowest in China. In addition, cross-board e-commerce, bonded commodities display transaction, bonded trade, big data & cloud computing, cross-border investment and financing facilitation and other new service formats are vigorously developing in Chongqing. On the other hand, Chongqing has a superior comprehensive environment, boasting unique advantages in preferential policies: municipality directly under the Central government, Development of the Western Regions, the Three Gorges Reservoir Area, Minority areas, and integrated urban and rural comprehensive supporting reform. For foreign investment, Chongqing implements the pre-establishment national treatment and negative list management model. So far, 243 Fortune 500 companies have settled down in the city. At present, Chongqing has 8 and 11 provincial railway and highway exit passages respectively, 47 international passenger and freight transportation routes, and the largest inland-river main hub port in the upper reaches of the Yangtze River. Chongqing has come out on top in the world for nine consecutive years in terms of the growth rate of the airport passenger throughput and ranked first in west China in terms of international cargo volume. In addition, the waterway cargo transshipment volume occupies more than 50% of the city¡¯s total. Moreover, Chongqing is located in the west of the geographically-stable South China plate where there is no risk of earthquake. The air quality in the urban area is good in 246 days in a year, ahead of other major cities in west China. The water quality of the main streams of the Yangtze River Chongqing section remains high. The city¡¯s forest coverage rate reaches 43.1 percent, and the green coverage rate in the built-up area reaches 42.1%, making Chongqing the first choice for life and work.
With Chongqing¡¯s expanded efforts in international exchange, the quality of exhibitors at this year¡¯s CCISF has further improved. 236 Fortune 500 companies such as ASUS, BASF, Microsoft, ABB, Acer, Toshiba, BP, Ford, Suez, Suzuki, Bank of East Asia, Cheng Shin Rubber, Iveco, and Sumitomo Mitsui will attend the event. Also in attendance will be central government-led enterprises and state-owned enterprises such as PetroChina, Sinopec, Aviation Industry Corporation of China, China North Industries Group Corporation, China South Industries Group Corporation, and China Resources. In total, there will be over 1,200 (the highest number of the event) exhibitors at this year¡¯s CCISF, including 355 executives of Fortune 500 companies and well-known enterprises at the vice presidential level and above, and 60 executives of Central government-led enterprises at the deputy general manager level and above. Foreign business officials from the US, Australia, Viet Nam and Iran, and consuls and counselors of Germany, the UK, Japan and Canada in China will also come to Chongqing to attend this year¡¯s CCISF which serves as a platform in China which is playing an increasingly prominent role in realizing global cooperation.
